Local Incentives

Cecil County has assembled an array of economic and other incentives that are commensurate with industrial investment and job creation. All employers expanding in or relocating to Cecil County may benefit from the following programs:

"Fast Track" Designation
by local government, which provides for plan approvals and permits in less than 90 days.
 
Enterprise Zones
9 state-designated enterprise zones totaling 3,500 acres that offer an aggressive 10-year program of real property tax credits on industrial investment, plus state income tax credits from $1,000 to $6,000 per job created within a zone.
 
Real Property Tax Credits
Real property tax credits tied to industrial investment and job creation for companies in non-enterprise zone areas throughout the County.
   
Cecil County's Revolving Loan Fund
Availability of loan funds to qualified borrowers for the purchase of land, buildings and equipment, in accordance with the eligibility requirements of the program. Introduction to appropriate programs of the Small Business Administration can work in conjunction with the local revolving loan fund for qualified borrowers.
   
Industrial Revenue Bonds
Offer tax-exempt financing for manufacturers and 501(c) (3) organizations, in accordance with the terms, borrowing limits and uses established by federal law.
   
Cecil County Small Business Development Center
Access to one-on-one counseling, business planning, technical assistance and assistance with project financing. Click here for more information about the SBDC.
 
In addition, a number of public financing opportunities and incentives available through the State of Maryland recognize corporate investment and job creation and/or retention. A summary of those programs is available for your reference. To determine the appropriateness of these programs, and to pursue project-specific information, the Cecil County Office of Economic Development will contact the Maryland Department of Business and Economic Development on a case-by-case basis.
